Add a language switcher to the admin bar when locale is enabled

Add a language switcher to the admin bar when locale is enabled. This is handy for the admin pages for when someone wants to switch. I have often added the current core switcher to the admin layout but it looks clunky especially if there is more than 2 languages.

A simple option — use Field Group to create a container for fields https://backdropcms.org/project/field_group and CSS Flex оr Grid to alignment.

Thanks! I tested PayPal WPS (since I also use it in my Drupal 7 Commerce shop). With the PayPal server SANDBOX mode (no real payment transaction, just simulated). And everything...
