Add a language switcher to the admin bar when locale is enabled

Add a language switcher to the admin bar when locale is enabled. This is handy for the admin pages for when someone wants to switch. I have often added the current core switcher to the admin layout but it looks clunky especially if there is more than 2 languages.

Not sure of the procedure. Can I upload/import a partial .po file to the Backdrop Translation server or does it have to be a complete export from my site?
