Add an upgrade path for CKEditor module

There is a CKEditor module for Drupal 7, and we have a CKEditor module in Backdrop core. We should attempt to provide an upgrade path from the Drupal 7 contrib solution to what we provide in core, and document what can and cannot be upgraded automatically.
