Description of the need
A client just noticed that the core hero block does not have the ability to access images in the image library. I am assuming that might be because the image library was developed after the hero block?
Proposed solution
Allow the core hero block to access images in the image library.
Alternatives that have been considered
Not yet. I'm open to suggestions. Are there any existing contrib alternatives?

Yes, you can use TinyMCE on some content and CKEditor5 in others. There is no problem having both enabled on a system.
