Allow install profiles to define dependencies other than modules

Install profiles can define dependencies: modules that are required before the profile can be installed (see https://www.drupal.org/docs/7/creating-distributions/how-to-write-a-drup...). I'd like to suggest allowing dependencies to cover other types or projects as well (e.g. themes and layouts).

There are some test failures in the user module after merging in the latest commits. Randomly, only in one PHP version - and always a different one. See also this Zulip...
