Contact form message templates edited via the UI

Description of the need It would be nice to be able to configure/change the message template that is used on contact forms in the same way that we can edit the account-related messages.

Proposed solution Expose the template for both the site-wide form and the personal contact forms on the Contact settings page. (admin/structure/contact/settings)
