[D10] Date fields: Allow the "time ago" formatter to show as a fully cacheable time difference with JS

This is a request to backport this feature that was added in D10.1: https://www.drupal.org/node/2921810 (change record)

Do the same issues apply in Backdrop though, and would our caching benefit the same way?

I use Lando (a wrapper for docker) and find settings changes happen straight away
