This is a follow-up to #2583...
We are to include a permissions section in the form in /admin/config/development/maintenance
and that section currently lists the only related permission, "Use the site in maintenance mode". I would like to propose that we add two separate permissions:
- Change the maintenance mode status
- Edit the maintenance mode message
Reasoning: Site owners (or other users with non-admin roles) might want to be able to temporarily set their site offline, or change the message, without having to asked their developer/admin/IT team to do that for them.
