[SEO][WP] Text formats: Introduce new filter to enable native browser-level loading=lazy attribute for images added to text areas.

This is a follow-up to #3659.

Today @quicksketch recommended that it should be a setting on image fields.

Also on text formats as a filter. If not as part of this PR, then we should file a follow-up.

A simple option — use Field Group to create a container for fields https://backdropcms.org/project/field_group and CSS Flex оr Grid to alignment.
