Separate the Term Reference field from Taxonomy module

Description of the need

Once this is merged https://github.com/backdrop/backdrop-issues/issues/1301, then separate out the term reference field from Taxonomy module. This would be one more step in transitioning from Term reference to a generic reference field.

Yes, you can use TinyMCE on some content and CKEditor5 in others. There is no problem having both enabled on a system.
