Ship core with a layout that uses taxonomy/term/% as context

This is a sibling feature request to #3530 and #3531

We should ship core with a layout that uses taxonomy/term/% as context, since it is easier for beginners to tweak layouts rather than having to create them from scratch.

I have just received notification from my hosting provider of a similar upgrade, ie MariaDB 10.3 to 10.6 and later to 10.11. Is there any reason to suppose this will cause any problems...
