[UX] add "Allow Upscaling" checkbox to crop, and scale and crop effects

I find it frustrating that when I want to use the scale and crop effect, but not increase the size of my original photos, I need to switch to scale only, so that I can get the checkbox I need. It's also frustrating that the crop effect, on its own, also upscales.

I would love to see the "Allow Upscaling" checkbox on both these image effect actions.
