[UX] Add the "Comment fields" and "Comment display" links to the operations dropbutton in the content type admin page and also the respective admin menu items.

On the node type list we show links 'manage fields' and 'manage display' but not the other two local tasks for content types. Let's add them.

Should we only show them if comments are enabled by default on new nodes of this type? Or all the time?
