[UX] Add help text on "uninstall modules" page /admin/modules/uninstall that modules need to be disabled first

Description of the need

On the page /admin/modules/uninstall modules are not listed. In order to see modules there they need to be disabled first.

Proposed solution

Add help text explaining how to disable modules.

I use Lando (a wrapper for docker) and find settings changes happen straight away
