[UX] add a hook_requirements check for disabled modules, not uninstalled

We should include a status report indicator (a warning ?) that would alert people to the fact that they have disabled modules that are not uninstalled.

Why not insert the script using a custom block at the very top of the page? Who said that it won't work correctly if you don't place it in the <head>? Especially when the question...
