[UX] Add path settings to file pages

Using the Drupal 7 file entity module, I was able to set path aliases (and default path patterns, via pahtauto) for files.

I would like this same functionality for Backdrop core.

I have just received notification from my hosting provider of a similar upgrade, ie MariaDB 10.3 to 10.6 and later to 10.11. Is there any reason to suppose this will cause any problems...
