[UX] Better Menu permissions

Similar to https://github.com/backdrop/backdrop-issues/issues/382, I'd like to see better permissions for Menus. Drupal's Menu Admin per Menu module provides separate permissions for each menu, so something like this would be good.

If there are N images in the field, then that set of N images gets repeated N times, it seems.
