[UX] Block config: Prevent the user from accidentally creating conditions that never/always display a block.

Either these options act as OR or AND, it's silly. The second time that the user tried to re-add the "front page" condition, that option should not have been available.

Making this issue a generic one and not specifically for the front page case, because there might be other cases too.
