[UX] Change tags field display to use 'tag blocks' when entering tags

I think it would be a big UX improvement on tags fields to use something like this (styled a little better) instead of plain text comma-separated entry:

@ian Let's try to stay on the rails here. As the project page, https://backdropcms.org/project/bee, says: "Bee is a command line utility for Backdrop CMS." It is equivalent to drush. It is not...
