[UX] Have a "Contact" menu item be enabled and added to the primary navigation by default when enabling contact.module.

Part of #1168

Chances are people will want this menu item enabled by default.

I also found the contextual filter area in the view for this block. But that’s where it stops. I'll try my best - views based on entity reference can be a challenge....
