[UX] Have a "Contact" menu item be enabled and added to the primary navigation by default when enabling contact.module.

Part of #1168

Chances are people will want this menu item enabled by default.

You can always use Translation template extractor to extract the untranslated strings from a specific module (like Ubercart). Very easy to use.
