[UX] Project Installer: Make the sorting options responsive.

The "Short by" list options switch to being stacked vertically on mobile, which wastes space and adds to the scrolling required to get to the main content.

I did a very quick test and if the Display format of the webform submission value is HTML then it appears but if plain text then it doesn't, so something is included regardless of if empty when...
