[UX] Provide preview and confirmation of permission changes before saving them

I like the reasoning behind this idea: https://www.drupal.org/project/drupal/issues/1986982

That page has so many rows/columns and checkboxes that it's easy to make mistakes. Providing a summary of the permission changes in a confirmation step sounds reasonable.
