[UX] Swap tab order of "Export" and "Import" config pages

It seems to me that the Export pages would be more important, because most of the time people will need to have an export before they are able to import. - Should that tab come first? - should we also rename the menu titles X Export/Import to match?

~I wonder if the tabs on the Import/Export page tabs are in alphabetical order~ e comes before i so I'm redacting this thought :)
