[UX][WP][D8] Allow the admin bar to be docked in various sides of the screen

Part of #378...

This is not a feature I personally like, but there might be D8 users considering to switch to Backdrop that are either used to it or that would like to have that as an option. Here's what it looks like:

Thanks! I managed it out with your help. Turns out I had the Leaflet widget allows for a title and description. This have a dropdown menu in the Leaflet settings within the view...
