How does one get access to : https://api.backdropcms.org/user/login
Is there a special registration somewhere?
UPDATE: after having my login rejected 3 times... while clicking to back out of screen, it suddenly displayed the documentation... sorry I can't recreate because it appeared suddenly and spontaneously.

The API site doesn't require logging in to see the documentation. I can see it while logged out.
