For the dev meeting:
Issue 5512, Views hooks are not invoked when path in hook_views_api is not set, has a PR but has stalled on this question about file inclusion. It was suggested to address it in the weekly dev meeting.
Another important issue which has stalled: #5480
The PR tries to consolidate file_access and File::access, especially the latter's currently very outdated and hence pretty useless.
We're sort of stuck because we don't know to what degree we should handle the optional entity parameter.
And also: people are hesitant to test and/or review - it seems to be a daunting topic.
