I'm using the book module with a large number of pages, but in draft mode, I can't create, assign and order pages unless each one is published. Wondering why that doesn't that work in draft mode?
The project could take a week or two and I'd rather not publish anything until it's all all been proofread and tweaked. In publish mode, I can create / assign the pages in sequential order, but in draft mode pages can't even be assigned to a book page that was saved as a draft.
While looking for answers, I came across a post saying that the Book mode is going to be deprecated in Drupal. If so, will it be the same for Backdrop and if so, is there anything on the horizon to replace it?

AFAIK there are no plans to deprecate Books in Backdrop CMS. It wasn't even discussed at the planning meeting for Backdrop 2.0 (see the youtube account for the recording). Backdrop is very committed to backwards compatibility, but books are used by so many, it is very unlikely it would ever be deprecated.
You are right that you can't build up the book structure if all the pages are in draft.
If you install Book Menus, it allows you to use menu functionality for managing book structure. What you can then do is publish the pages but disable the menu links until they are ready.
Or you can simply have it published, but with no public entry point to the book.
