I had to do a reinstall (long story), and now receive the following when creating a user with civicrm installed on the system:
_civicrm_group_roles_validate_groups(): Argument #1 ($group_ids) must be of type array, null given, called in /var/www/backdrop/modules/civicrm/backdrop/modules/civicrm_group_roles/civicrm_group_roles.module on line 108

It looks like CiviCRM group sync module is installed but not fully configured. Try going to the settings for that module and checking those, then save those settings.
I think it also needs a tweak to check if the variable is null. But you'll also need to configure it like Laryn mentioned.
