I receive the following when creating or updating a user:
Too few arguments to function trigger_actions_user_insert(), 1 passed in /var/www/backdrop/core/includes/module.inc on line 975 and exactly 2 expected
Users aren't being notified.

Hi lgwapnitsky. It looks like you are using the module Trigger Action? If so, that module looks abandoned. The last update was 6 years ago, and the maintainer is no longer active. I'm not surprised about the error. You may want to try using Rules instead
