Is it possible to add a screenshot to a contrib theme or module. I thought we had done work on this, but I'm not finding documentation on it or even confirmation that it is possible.

I think, the user simply will not be allowed to create, edit, view. This should not somehow affect existing publications. Current rights and publication status have no connection.

I don't think, there's any official documentation or policy regarding screenshots.
Which means: you can do what you want. :-)
Probably a custom directory and then add the screenshots with full url to your README?
