I've created a very simple webform for newsletter signup.  However it has 'Backdrop CMS' as a splash header plus 'home/about' menu options.   How do I remove them, so only the webform is displayed?

You can create either a layout page if you're using the webform as a block, or layout override if you're using the node page.   This will probably be easier as a block as you have more control about templates.  You can then pick whichever layout template works best and remove all blocks you don't want.
