I'm about to release the first two "config recipes" as modules for testing and experimentation. They won't work with versions of Backdrop CMS prior to 1.20. I've added this info to the ReadMe file, but is there something I can do in the .info file to indicate this as a dependency or requirement?

Yes. This works with any module. Include a dependency like this:
dependencies[] = system (>=1.20.0)
