After running the upgrade from D7 OK - apart from a false claim that a staging folder didn't exist (it did) - I have lost the ability to add a module. In 'functionality' all I have is 'List Modules' and 'Uninstall Modules'. I can install manually I guess, but the function I saw before on a vanilla Backdrop install has disappeared. I checked the docs but could see no hints, although from one post it looked like this might be a setting somewhere?

Search under "List Modules" for "Project Installer".
Enable that module; that should give you the ability to add modules.
