According to https://backdropcms.org/upgrade-from-drupal/features-added-core the Role Assign module was integrated with the User module. In Drupal 7 if you assigned a user both the Administer users and Assign roles permissions you could then go to /admin/people/permissions/roleassign and choose the roles they were allowed to assign. This way you allow a user to assign select roles but keep them from assigning themselves or others full admin permissions. I can't find this functionality in Backdrop. Thanks

In Backdrop 1.6.3 we've introduced a separate "Assign user roles" permission. In https://github.com/backdrop/backdrop-issues/issues/4437 we are working on allowing people to configure which roles can be assigned. If everything goes well, this feature may be included in Backdrop 1.18.0, which is scheduled for Jan 15, 2021.
