Search Box Disappears when logged out

Hi

I am using Harris Flexible Layout.

In the Header Region I have:

• Header Block
• Hero Block
• Primary Navigation
• Search Form

When I'm logged in as admin it all works fine. If I logout and use it as a member of public the search form disappears. I tried setting it's visibility condition as

• URL: "*", or
• UserRole: all ticked

but it still disappears if I'm not logged in.

Am i doing something wrong or is it not supposed to be available to the public?
