In Drupal 7 there was a possibility for Primary and Secondary menus and their configuration so that the contents of the Secondary menu is the result of the selected option in the Primary menu.

Is there a technique or module that allows similar functionality in Backdrop CMS?
I don't want to use a drop-down menu for my purpose because the drop-down menu is hidden after moving the mouse cursor, but the Secondary menu is permanently open until the selected option in the Primary menu is changed.

I believe that this "fixed parent item" was possible with Menu Block in Drupal. I'm not seeing how to do this in Backdrop CMS.
