I have a long webform which the users would like to save (so they can have a lie down, I guess). I don't think this is possible, after looking at the webform modules in Backdrop. Can anyone please confirm this? If it were possible, it would most likely be for authenticated users, which wouldn't be appropriate anyway.

Yes, for Authenticated users only. Though I wonder (I haven't had need so haven't tested) if the other option to automatically save as draft between pages would work for unauthenticated. Not sure, but worth a try.
No current Backdrop modules support anonymous save draft but there is this in Drupal which may be possible to port:
