I am working on a Backdrop CMS site that was built by someone else. I expected there to be an "Add file" link on the manage files page, but it's not there. It's possible this feature was added after this site was built.
How do I add this link? Is there a configuration option for this?

The answer for this one was easy. While logged in as admin, I was not super user and the admin role did not have permission to add files.
I gave admin this permission and it works now.
