The Relationships is not needed in this case. Your View simply gets a field from the current page, so Contextual Filter is enough. If the field has no images, the block should not be displayed...

You don't need to turn anything on. From the layouts listing, you should see a new tab labeled "Templates"
From there, click the "Add flexible layout template" link at the top!
Ah hah. So layouts themselves work the same way, it's creating a dynamic template that's new. Nice.
Tangential, it seems like I needed to do a separate update of layouts to 1.15? In addition to updating core Backdrop. I had missed that.

I'm unaware of any update related to layouts that is outside of the core update. You may be misunderstanding something (or I am).
