There are no Backdrop CMS forums in other languages at this time. If this is something that you think would be helpful, please speak up and tell us a little bit about your needs.
Backdrop is managed by a community of volunteers, so making something like this happen would require either:
1) A clear sign from the community that it's a needed feature OR
2) Someone with the time and interest to step forward and volunteer to coordinate it.
NOTE: In addition to posting your message here, we have a forums.backdropcms.org issue queue where people can post feature requests, ideas, and or volunteer to help with the forum.

I believe that the same can be said for documentation. I'm unaware of any official Spanish language documentation, but there may be a few blogs posts out there. Again, anyone interested in helping create Spanish language documentation, please let us know.

I guess it's not the best tool but to discuss and organize the translation of the Backdrop user interface into Spanish with others, you can use this forum (https://forum.backdropcms.org/forum/backdrop-translations).
