If you want to request a Backdrop version, you could do that here, but backports from D8+ versions are much harder than ports from D7 version, so you may not get much traction.
It may be that a Backdrop version would be easy to backport to D7 but given the definite end of life announced here, it is very unlikely that anyone would be investing time in a D7 version:

Thanks! The site was on PHP 7.0. With assistance from my hosting provider, I updated to PHP 7.4 and now I have access to the site again. No database re-import required.
The best you can do is test and report. If you find a contrib that doesn't work in php 8.3, create an issue in its queue so it gets fixed.
In my experience, I've found that 7.4 is safest...
