I'm not exactly sure what you mean here. If I were you I would be sure to scan your computer to see if you have an infection. If you suspect it has to do with the Backdrop files (which I doubt), please send further details and screenshots to security@backdropcms.org.
Update. Sorry for the late update, got side-tracked on another project. Decided to do my site updates today and downloaded the 1.30.0 version. I had NO issues (i.e. virus warnings) with the download. Have no idea what my issue was with the previous try. I did run a couple standard virus checks on my machine and nothing was found. Weird...

Thanks, the answer looked useful except that there doesn't seem to be a 'Webform Rules' module in Backdrop. Backdrop 'Rules' therefore doesn't seem to know about submitting webforms.

Do you have caching turned on for anonymous users? Can you check access logs and see if you are currently getting consumed by one or more scrapers/bots/AI models?

I have just checked on Windows 11 and get no warnings on download. I also scanned the zip with Windows Defender and Malwarebytes and it was all clean.
