When the taxonomy is only localized, the paths created by tokens ([term:i18n-vocabulary]/[term:i18n-name] or any other variations) doesnt get translated and it is same for every language.
Whats missing is "Generate automatic URL alias for all languages" as in drupal 7 pathauto_i18n module. So, this must be about internationalization modules missing feature.
Unrelated but another issue is; when i create a new term, "Generate automatic URL alias" is unchecked by default.
