Nate has recently revived the feature request Add option to globally disable comments on a content type and asked if somebody is interested in advocating for this issue. I don't want to advocate for the issue (have another in mind), but I'm definitely interested in reviving it. However, to me it's not yet clear what exactly we're trying to achieve there. Therefore, I suggest to discuss the goals of the issue at the weekly meeting.
This issue relates to the occasional, but common enough to warrant attention, issue of the status report showing a warning of site updates required, but when going to run updates, nothing happens: https://github.com/backdrop/backdrop-issues/issues/7010
More details in the issue and there is a Pull Request but so far no testing or review other than what I have done.
I have had a read of what Lando provides, and it's an excellent development tool, and it would solve the problem.
But, I would prefer to find out why the problem is there in the first...
You might need to add a Relationship in the View to Flags. Or there might be a setting on the content type. I can't recall for certain but I think it's possible.

Re PHP 8.5 compatibility: not ready yet for review, but tests are passing now.
So, still work in progress with issue #7008.
