How do we get to these? Do I need to uninstall the flexible_layout module first? Is there anything else about an existing pre-1.14 site that would need to be changed / updated to use this feature?

You don't need to turn anything on. From the layouts listing, you should see a new tab labeled "Templates"
From there, click the "Add flexible layout template" link at the top!
Ah hah. So layouts themselves work the same way, it's creating a dynamic template that's new. Nice.
Tangential, it seems like I needed to do a separate update of layouts to 1.15? In addition to updating core Backdrop. I had missed that.
@brad.bulger - Please elaborate on what you mean by a separate update of Layouts to 1.15?
I'm unaware of any update related to layouts that is outside of the core update. You may be misunderstanding something (or I am).
