I've given my site editor permission to use "Contextual Links," however they are not seeing the contextual links on the website?

Any ideas why not?

I seem to have solved this myself. In addition to having permission to use "Contextual Links" the site editor must also have permission to use whatever element they are trying to access. This seems obvious. 

However, to access the contextual link to edit a block, the site editor must have permission to "Administer Layouts" as well as "Administer custom blocks."
