Hello.

Is it possible to add a list of terms in a vocabulary (in Taxonomy)?

Or maybe someone knows how to better implement an address field, where there'd be 2 subfields (a state and a city/town)?

There is a backdrop module called Address Field that supports addresses in various countries.

You can use Feeds to import a list (such as a CSV file) into nodes, taxonomy or other entities.

Hello.

I tried Feeds and importing a simple list of terms goes fine, but I can't figure out how to properly import a list like:

element,subelement,subsubelement

I tried different mapping in Taxonomy term processor, but it didn't go right.
