Two of my sites use TinyMCE as the editor. When creating a new page on one site using version 1.3.5, the Format dropdown menu includes choices for Fonts, Font Sizes, Line Height, Text color, and Background color. On the other site using version 1.4.0, these options are missing. I read online that the makers of TinyMCE had deliberately removed these and were encouraging programmers to provide custom code tailored to their users. Is that true, and are these options deliberately missing in the newer versions?

After further checking around, @stpaultim helped me compare his TinyMCE editor install with mine. We were both using version 1.4.0, but his site had all the options that my site was missing. After comparing formatting settings for both sites, we discovered on the Filtered HTML settings, the site that was working had "limit allowed HTML tabs" turned off, and the non-working site had that option turned on. So this turned out to be a configuration issue with "Text editors and formats". Turning the option OFF, fixed the "problem".
