Update Report thows "Access denied You are not authorized to access this page."

This is similar to https://forum.backdropcms.org/forum/status-report-page-throws-forbidden-you-dont-have-permission-access-resource which has no solution posted.

I updated Backdrop this morning and had problems getting to the Update Report. Status Report was no problem to get to so I got the update to work. However I still cannot access the Update Report page.

I'm assuming this has something to do with the server and the fact I'm Cloudflare-ing the site due to excessive traffic from Vietnam based AI, etc.

Config is below in case this highlights something I'm not aware of... and should be aware of... still a newbie at B-cms
