I think it would be great to spend some time at the Design/UX meeting this week talking about this PR and the direction it is taking - and thinking about the best path forward.
This week I come with two suggestions for the DEV agenda:
1) Github Action to run phpcs (issues/5245)
The PR is ready - it still contains demo code to trigger annotations. Is this the way we want it? Any further requests?
2) Provide a method to suppress layout (issues/1728)
In Backdrop there's currently no easy (unhackish) way to completely suppress surrounding layouts for content (unless using dialog, and even then it's buggy). In D this was pretty easy. This functionality is crucial for a contrib module. There's a core PR around for a while now, but the original provider left Github, so nobody can answer questions regarding the implementation - and there is one.
