I've put my site into maintenance mode, and when logged in I can see the "The site is currently in maintenance mode." banner, but when I visit the site from another PC/mobile phone I can still see the full website.
Backdrop 1.32.1, Basis theme, no third party modules or customisation.
That's usually down to the cache. The cached version will carry on showing unless you clear caches. However, at some point the cache will expire or someone will access a non-cached page and then they get the maintenance mode message.
Thank you, I did clear the cache, but have now realised the hosting platform had its cache service enable.
